A. Approval of Minutes
The City Clerk will present the minutes of the City Council meetings held on February 4, 2019 and February 19, 2019 to the City Council for their approval.

B. City Clerk's Report
a. Report on fund balances, investments and collections as of February 28, 2019.
b. Reports from City Departments for the months of February, 2019:
1. List of Bills Paid;
2. A report from Downtown PB, Inc.;
3. A report from the Fire Department:
4. A report from the Municipal Court;
5. Payroll report by departments;
6. A report from the Planning Department;
7. Reports from the Police Department, Animal Control and Code Enforcement;
8. A report from the Street Department;
9. Police and Fire Pension Report.

VIII. Workshop Items for Discussion
A. The Council will review proposals received for engineering services for a Community Dev Block Grant for the paving of various City Streets.
B. The Council will review a proposed resolution authorizing the City to apply a sub-applicant grant to the Community Development Block Grant for the Workforce Training Initiative program. Three Rivers College is the applicant and the City of PB is the sponsor.
C. The Council will review an agreement for engineering services between the City of PB and S.H. Smith & Company, Inc. for the 11th Street Bridge Reconstruction Project.
D. The Council will discuss a proposed ord authorizing the Mayor of the City of PB to execute an agreement between the City of PB and the International Brotherhood of Electrical Workers, Dispatchers Group, Local 702 for its members who are employees of the PB Police Department.
E. The Council will review a request from the MU Advisory Board regarding an amendatory agreement with Southwestern Power Admin.




F. The Council will review a request from the MU Advisory Board regarding bids received for the Wastewater Treatment Plant upgrade project.
G. The Council will review a bid received for financing proposals to finance the acquisition of two (2) new John Deere 410L Backhoe/Loaders over a 5-year agreement.
H. The Council will review a request from the Planning and Zoning Comm to approve the request to rezone properties from RS-2, general residential to RA-2, residential apartment for future multi-family development. The property is located at 2646 Crestwood Drive and the applicant is W. Dean Million & W. Dean Million Revocable Living Trust Agreement, P. O. Box 1047, PB, Missouri.
I. The Council will review a proposed resolution opposing the constitutional amendment initiative petition proposing a statewide vote on consolidation of St. Louis City and St. Louis County and the cities within St. Louis County, known as the Better Together Plan.
J. The Council will review an amendment to the PB Code of Ord Sec 120.060, relative to residency requirements for certain positions.
K. The Council will review an amendment to the PB Code of Ord Sec 120.240 relative to employment of relatives.

IX. Action Required Items
AA. Bill No. The Council will take action on an ord accepting a bid for hay baling at the PB Municipal Airport.
BB. Bill No. The Council will take action on an ord accepting a bid for farmland at the PB Municipal Airport.
CC. Bill No. The Council will take action on an ord selecting an engineering firm for a Community Development Block Grant project for the paving of various City streets.
DD. Bill No. The Council will take action on an ord amending the PB Code of Ord Sec 120.060, relative to residency requirements for certain positions.
EE. Res. No. The Council will take action on a resolution authorizing the City to apply as a sub-applicant for a Community Development Block Grant for the Workforce Initiative Program.
FF. Res. No. The Council will take action on a resolution opposing the Proposed Better Together Plan.
